In-camera Lightmeters

I have a few cameras with built in lightmeters, but some of them do not respond at all to light. Most of them are battery operated meters (I think I only have 1 selenium like which is on of the Zeniths, all others are battery operated).

I Recently found a "good" mechanic and took a selection of cameras to get repaired, I wasn't at all happy with the work and last night I was able to fix one of the cameras that kept getting stuck and kept getting sent to repair and he always told me he didn't knew what it was.
Some of these cameras went into repairing because of the meter not working, and most of them were said to have the meter dead.

So, heres my question, if they run on batteries to power the meter, if the batteries are knew, shouldn't the meter work properly? Maybe there's a problem between the battery and the meter (wires or whatever) but is it possible that the meter simply dies?
