identification of a C.P Goerz piece

Trying to find out what this piece is exactly and if it has a value. pretty cool and functioning smooth, it is very well made. Possibly a surveyors tool? looks to be around WWII ERA. Any help on the subject would be greatly appreciated. Cheers

the serial number on the item is S.F. 09 Nr 9170

Not sure what is it. Could be a part of theodolite.
