Yes, a IIIG; the bigger viewfinderwindow is the clue (plus other details).

No, Leitz made only Leica optics.

Canon\Kwanon made their own m39 screw mount lenses. Nikon, Voigtländer, Schneider and Rodenstock and many others also made M39 optics.
